Several people were shot on the street in Kyiv before the gunman barricaded himself with hostages in a grocery store. Six people were killed and about ten were injured.
Special forces stormed the store and shot the perpetrator dead, but footage from the scene also shows two patrolling police officers running from the shooting instead of helping civilians.
"I have decided to submit my resignation. It is only right," said Yevhen Zhukov, head of the police.
The two police officers have been suspended, and Zhukov described their actions at a press conference as "shameful."
Ukraine's security service, the SBU, is formally investigating the incident as an act of terrorism.
