The accident occurred near the pilgrimage site of Vrindavan in the state of Uttar Pradesh.
The boat had a capacity for about 15 people but had about 25 people on board. Strong winds are believed to have caused the boat to go off course, crash into a pontoon bridge and capsize.
Of the 15 people rescued, several were seriously injured. The deceased were Indian citizens and were part of a larger group of tourists.
Most of the passengers were missing life jackets, and the boat was poorly maintained, according to authorities. The boat's operator fled the scene following the accident.
