The search for survivors was still ongoing late into the evening, according to state media. Several people had been rescued, but eight people were still missing. Among the dead were a child and an elderly woman.
It is an old building that, according to Imad Khreish, head of civil defense, housed 12 apartments.
Another deadly building collapse occurred in the same city last month.
Buildings in Lebanon are often poorly maintained or have been extended with new floors without a building permit. Much of the construction during the 1975-1990 civil war was illegal.
