Eight people died in the state of Nagaland in northeastern India on Sunday, while another eleven people died in Indian-controlled Jammu and Kashmir.
The India Meteorological Department is warning of "extremely heavy rainfall" in Jammu and Kashmir in the coming days.
Authorities have temporarily suspended the annual pilgrimage to Amarnath in Kashmir, which usually attracts hundreds of thousands of participants every year.
Floods and landslides often hit India during the monsoon season, which usually lasts between June and September.
