The accident late Tuesday occurred as the coast guard was patrolling off the island of Chios near the border with Turkey.
A rescue operation is underway, and at least 24 migrants have been rescued from the water, but the coast guard cannot say how many people were on the boat.
It is unclear how the accident happened.
