Price movements in early trading are relatively subdued. In Tokyo, Japan, the Topix is up 0.4 percent while the Nikkei 225 is up 0.9 percent.
South Korea's Kospi also rose by 0.9 percent.
In China, the stock markets are moving in different directions. Tech-heavy Shenzhen is climbing 1.8 percent while Shanghai is down 0.2 percent.
Hong Kong's Hang Seng is down 1.2 percent.
