South Korea's Kospi rises 3.7 percent in early trading.
The mood on the Tokyo Stock Exchange is also upbeat. The Nikkei 225 index is up 3.0 percent and the broader Topix is up 1.5 percent.
In China, Shenzhen is up 0.8 percent and Shanghai is also up 0.9 percent.
The Hong Kong-based Hang Seng climbs 0.2 percent.
