South Korea's Kospi recorded one of the largest gains, up 3.6 percent.
Markets are also rising in China. Shenzhen is up 0.8 percent and Shanghai is up 0.3 percent.
In Japan, the main Nikkei 225 climbed 1.0 percent and the broader Topix climbed 0.5 percent.
The Hong Kong-based Hang Seng, on the other hand, is down 0.3 percent.
