South Korea's Kospi is among the biggest gainers, up 3.1 percent.
There are also gains in China. Shenzhen is up 2.7 percent. Shanghai is up slightly less, by 0.3 percent.
Japan's Nikkei 225 and Topix both climbed 1.8 percent.
However, the Hong Kong-based Hang Seng is bucking the trend and falls by 0.5 percent.
