Mohamed Abdilaahi is the fastest in the world this year over 10,000 metres with a time of 26:56.58.
The withdrawal means that Swede Andreas Almgren and Frenchman Jimmy Gressier are the only two in the starting field who have a personal best in the 10,000 metres under 27 minutes.
The European Championships in Birmingham, England, will take place from August 10-16.
