The statement, in which Abbas also urges Hamas to "immediately" release all hostages and prisoners, comes in a letter to French President Emmanuel Macron and Saudi Crown Prince Mohammed bin Salman.
"Hamas will no longer govern Gaza and must hand over its weapons and military capabilities to the Palestinian security forces," Abbas writes.
Emmanuel Macron and Mohammed bin Salman will lead a conference on a two-state solution for Israel and the Palestinians next week.
