He is also charged with preparation for a terrorist offense, preparation for a violation of the Act on Flammable and Explosive Goods, training for terrorism and participation in a terrorist organization.
The intended target of the terrorist plans was the Culture Festival, which took place at several locations in central Stockholm in August. According to prosecutors, the preparations took place between August 2024 and February 2025.
Weapons and vest
The attack was to be carried out with weapons or explosives, the prosecutor says. According to the indictment, the 18-year-old has repeatedly pledged allegiance to IS during the period. He is said to have tried to acquire weapons and to have received instructions on how to build and use explosives. He is also said to have begun building bombs that would have become functional.
According to Säpo, the 18-year-old has searched for the Culture Festival on his phone, and is also said to have told several people about his plans, including a police "operator", according to the indictment. The man is also said to have bought clothes and a body camera that he intended to use during the crime, and tried to buy a bulletproof vest.
The 18-year-old was arrested in February and has been in custody since then. A minor mental health assessment has shown that the man may suffer from a serious mental disorder.
Participated in the Easter Cup run
The man, who is a Swedish and Syrian citizen, was arrested in the Stockholm area on February 11. He has previously been convicted of, among other things, aggravated sabotage for blue light activities for involvement in the Easter coup in the Linköping district of Skäggetorp in April 2022.
Together with a 17-year-old, he is also charged with attempted murder in Eppstein, Germany, in August 2024. They are suspected of having planned to stab a man to death, who escaped the attack because another family member opened the door to his home when they rang the bell.
The 17-year-old friend is also said to have sworn allegiance to IS and is being charged with participating in a terrorist organization. Both deny the crime. This afternoon, the prosecutor has called a press conference about the charges.
