The accident occurred during an exercise off the coast of the Caspian Sea in the Mangystau region on Thursday.
As the weather deteriorated, 17 people were swept out to sea.
"Three of them were rescued, while 14 servicemen died," the Kazakh Defense Ministry announced.
The circumstances surrounding the incident will be investigated. National mourning has been declared in the country due to the accident.
