A witness encounters a car in a ditch, upon encountering the car a person runs from the car. The witness calls the police who arrive at the scene. A man matching the description and in possession of the car keys to the involved car is found in the vicinity.

The man is suspected of being under the influence of narcotics and is in possession of several bags suspected of containing narcotics. A report of gross drunk driving and narcotics possession is filed.
