Camera surveillance with drones in connection with a football match

The Swedish Police Authority has decided to conduct camera surveillance using drones in connection with the football match between Malmö FF and Hammarby IF on 1 November 2026 in Malmö, with kick-off at 14:00.

Surveillance will take place between 09:00 and 19:00 on 1 November 2026.

The area to be monitored is shown on the attached map.

The purpose is to prevent, deter and detect crime and disturbances to public order, and to facilitate and enable the investigation and evidentiary documentation of crimes that have occurred.

The decision was made pursuant to Section 14 d of the Camera Surveillance Act (2018:1200), KBL.

About camera surveillance using drones:

The police use UAS (unmanned aircraft system), that is, an unmanned aircraft system or drone system.
The police are entitled to use camera surveillance in public places if the interest in surveillance outweighs an individual’s interest in not being monitored. When assessing whether camera surveillance is justified, particular consideration is given to whether surveillance is necessary to prevent, deter or detect criminal activity. Consideration is also given to whether surveillance is carried out to investigate or prosecute crime, or in a place where there is particular reason to believe that someone’s life, health or safety, or property, may be at risk of attack. The police are also entitled to use camera surveillance to maintain public order and safety.
The police may use the footage in investigations and prosecutions. The material may be used as evidence in a trial, which may be decisive if, for example, there are no witnesses.
The decision on camera surveillance does not entitle the police to film inside homes, only in public places. Since police drones generally fly at high altitudes, it is not possible to identify individuals in the footage.
