Reports came in about a man being found on a rooftop terrace with a flashlight. The police were dispatched to the scene and found a man in his 30s, who turned out to be intoxicated. The man was apprehended in accordance with the LOB, the law on the apprehension of intoxicated persons.

He was also suspected of unauthorized conduct, alternatively theft, as he had a bicycle that turned out to be stolen.
