On the university square, a group of demonstrators gathers for an unauthorized general assembly.

Police are heading to the location to initiate dialogue with the demonstrators. The police's role at a public gathering is to facilitate for all who wish to express their opinion, as well as to ensure that it takes place in an orderly manner. The demonstrators have complied with the police's instructions. No disorderly conduct has been reported. Since the demonstration is not permit-approved, a report on an offense against the public order act will be prepared. The report concerns the organizer of the gathering, to the extent that such an individual can be identified. The participants are not suspected of committing a crime. An unauthorized public gathering is covered by the same constitutional protection of freedom and rights as a permit-approved public gathering.
