The dog owner should be present.

The people bitten by dogs are going to the hospital for care. The police will hold an interview with all involved parties to clarify what happened.

A report on reckless injury to the body will be written, as well as a report on a crime against the law on supervision of dogs and cats.  

The latter concerns that dogs should be kept under such supervision and cared for in such a way that, considering their nature and other circumstances, is necessary to prevent them from causing damage or significant disturbances.
