A bystander sees a man who is lying and sleeping in a bus shelter. The man is heavily intoxicated and difficult to get in touch with. An employee at a bakery in the vicinity reports that the man has stolen and probably drunk hand sanitizer. 

The police and ambulance are called to the scene. The man refuses to follow the ambulance and is instead taken into custody by the police in accordance with the Act on the Care of Intoxicated Persons (LOB).
