The woman is supposed to have stood and talked to the man who was sitting in his car. The man is supposed to have driven away from the scene, which is supposed to have caused the woman to fall to the ground and scrape herself and badly hurt an arm. 

The police and ambulance are going to the scene. People are talking to the woman, she is then taken to medical care. The unknown man is not present at the scene. A report is filed regarding causing bodily harm and unauthorized departure from the accident scene.
