The police receive a call about a man who is smoking, what the caller believes is cannabis.

The police have been on the scene and a 45-year-old man is suspected of minor narcotics offenses through personal use.

The man is allowed to ride with the patrol for a blood test and the result of the test will show if he has committed a crime.
