Two young people were apprehended by staff at a grocery store, suspected of petty theft, after they had stolen from the store.
The individuals turned out to be under 15 years of age, whereupon the arrest was lifted. When individuals are under 15 years of age, as in this case, they are not criminally responsible and can therefore neither be charged nor convicted of a crime. However, an important task for the police in these cases is to speak with caregivers and notify social services.
