During a walk, an argument breaks out with a man walking a loose dog. 

When the man with the dog is asked to tie up his dog, he pushes an 80-year-old woman to the ground. 

The man then leaves the scene in a car. 

The police have been on the scene and a report of minor assault has been filed.
