The news agency has seen a draft statute for the council, which states that countries that want to participate for more than three years must contribute more than one billion dollars - equivalent to 9.2 billion kronor - during the first year.
The draft suggests that US President Donald Trump would personally control the money.
The peace council is part of phase two of the ceasefire between Israel and the terrorist group Hamas in Gaza. The council is intended to govern the Gaza Strip.
The White House has previously announced that former British Prime Minister Tony Blair will be part of the council, along with Senator Marco Rubio, Trump's son-in-law Jared Kushner, the US special envoy to the region, Steve Witkoff, and World Bank President Ajay Banga.
Other countries that are said to have been surveyed are Argentina, Egypt, Canada and Turkey.
