The Senate's vote on President Donald Trump's cuts was decided with 51 votes against 48 after twelve hours of voting on amendments. None of the changes proposed by the Democrats were adopted.
Most of the money is taken from development aid, but also affects support for public service TV and radio.
According to the Senate's majority leader, Republican John Thune, the decision is a "small but important step for fiscal health that we should all be able to agree is overdue".
The issue of the cuts of around 9 billion dollars, approximately 88 billion kronor, will be taken up in the next step in the House of Representatives, which can finally approve the measure by Friday at the latest.
The House of Representatives gave the plan a green light in June, but since then, some formulations have been changed.
