Both Seko and Akademikerförbundet SSR express dissatisfaction that S is backing the government's proposal.
"The Social Democrats seem to mostly want to appear as 'tough on crime', it is a disappointment", says Fredrik Hjulström at Akademikerförbundet SSR in a press release.
Akademikerförbundet emphasizes that much is still unclear about how Swedish authority shall be exercised in Estonia and who ultimately makes decisions regarding the inmates.
"Moving Swedish inmates to another country entails great risks for legal certainty, rehabilitation opportunities and the work environment for the staff", says chairperson Heike Erkers in the press release.
Seko is "particularly disappointed" that S has backed the proposal.
"The Prison and Probation Service is a state activity and state activities should not be outsourced or relocated to other countries", says Gabriella Lavecchia in a press release.
