A source with insight into the negotiations that have been ongoing over the past few months tells Bloomberg that an agreement could be signed as early as Wednesday, when Ukraine's Deputy Prime Minister Julia Svyrydenko is visiting Washington DC.
This is a really good, equal and beneficial international agreement on joint investments in Ukraine's development and recovery, says Denys Sjmyhal on Ukrainian TV.
I hope the agreement will be signed in the near future, within the next 24 hours, and that we will take the first step.
Joint Fund
According to the draft, which Bloomberg has taken part of, Ukraine and the USA will create conditions for larger investments in the mining industry and energy sector in Ukraine. The countries will, as previously reported, establish a joint investment fund where a part of future revenues will go to the USA.
From the American government's perspective, the economic gains have been highlighted as a Ukrainian counter-performance after the USA has provided Ukraine with significant military support in the defense against invading Russia.
Step Back
If the USA provides Ukraine with additional military support, it will be counted towards the country's economic commitments to the fund, according to the draft. The USA was previously reported to have demanded that the value of the military support so far be included, but Denys Sjmyhal said over the weekend that the USA had backed down from that.
According to a formulation in the draft, the agreement aims to "strengthen the parties' strategic partnership for the long-term reconstruction and modernization of Ukraine, in response to the large-scale destruction caused by Russia's full-scale invasion".
