A total of 30 European consumer organizations, from 27 different countries, are reporting TikTok, Meta and Google to the European Commission and to the national supervisory authorities.

The organizations believe that the platforms are not doing enough to protect consumers against fraud.

"We see that they do not comply with the DSA (Digital Services Act) regulations," says Johanna Hållén, Secretary General of the Swedish Consumers' Association.

Pension in two days

The background to the report is a review of fraudulent advertisements that were made from December 2025 to March 2026.

"We have looked at approximately 900 suspected scam ads. Ads were reported using the platforms' own reporting functions. 27 percent of the ads were taken down, but 52 percent of the reports were rejected or not responded to. The rest were allegedly removed," says Hållén.

The lion's share of scam ads are about the opportunity to take out quick loans, often without collateral, or to make money quickly and efficiently.

"For example, we looked at an ad that was reviewed on December 29, 2025. It said 'invest in 2025 and retire in 2026.' In other words, in two days you could earn your entire pension. It is also often about targeting people who are in debt and in need of money."

May be fined

Johanna Hållén hopes that the notification will lead to a fundamental review by the national regulatory authorities, in Sweden's case the Swedish Post and Telecom Agency.

"The platforms must comply with the DSA. If they don't, we believe the European Commission must issue fines," she says.
