She says this is the first time Sweden has a zero vision for violence against children in place.
"I want to emphasize that violence against children is a serious form of crime and deeply harmful," she says at a press conference.
She points to schools and social services as important agencies for detecting and preventing violence.
At the press conference, she mentions several named children who have been killed. In many cases, there were warning signs and the surrounding community raised the alarm. Yet the worst happened.
If society cannot even protect children where the alarm is clearly raised, how can we detect all the cases that occur in secret?
That has been our strong focus from day one, says Camilla Waltersson Grönvall.
She points out, among other things, that the government has relaxed confidentiality legislation so that schools and social services can share information, and introduced "lex Tintin", named after eight-year-old Tintin who was murdered by his father in 2023, which stops forced contact with parents.
There are only estimates of how many children are affected by violence. In a 2022 study by the Allmänna Barnhuset Foundation, 29 percent said they had been exposed to some form of violence from a parent.
Vision Zero will be followed up every five years to ensure that the work is truly moving forward, according to the Minister of Social Services.
