Investigator Eva Broström writes in DN Debatt that the introduction of such a preschool would be "both legally and practically difficult and raises questions about equal treatment and discrimination."
The inquiry instead proposes strengthened outreach activities, the right to extended time in public preschool, a pilot preschool program with language-strengthening interventions, and a language assessment from the age of three that can give the right to preschool with language support.
The inquiry also proposes, among other things, that the Swedish National Agency for Education produce support material for authorities and staff on what generally characterizes good quality in preschool.
Furthermore, the inquiry proposes regulatory criteria for staff density and the maximum number of children in groups.
