The billion-dollar boost to the municipalities to combat crime is to be used, among other things, for pinpoint targeting of young people, for example through a personal companion or ankle monitor, and an outreach risk family program for families with special risk factors.
Last weekend's shooting in Gävle shows very clearly that this is needed. It's an incredibly disturbing event when such young children, 13 years old – who the police and social services also have on their radar – are out in the middle of the night with firearms, says Teresa Carvalho.
She emphasizes that the government is doing a lot "right and proper" to counter gang crime, with tougher penalties, more police and opportunities to tap even children under 15 years, but that the municipalities, which perform much of the preventive work, have been put on a diet.
