Several killed by IS-backed group in Congo

At least 17 people were killed when the ISIS-backed ADF militia group attacked a hospital in eastern Congo, authorities said, as reports emerged that the Rwandan-backed M23 militant group and the Congolese government had agreed on a framework for peace talks.

The attack on civilians in the troubled eastern part of the country took place in the village of Byambwe on Friday evening, according to local official Alain Kiwewa, and among those killed were eleven women and six men.

Other villages are also said to have been attacked, but it is unclear how many were killed and injured in these.

Armed groups, including the ADF and M23, have carried out a number of deadly attacks in eastern Congo. The ADF, which pledged allegiance to IS in 2019, operates along the border with Uganda and often targets civilians.

Reports from Qatar indicate that an agreement between M23 and the Kinshasa government has been reached on a framework for continued talks on a possible ceasefire. The talks have been mediated by Qatar, the US and the African Union (AU).

An earlier agreement on a framework was reached in July, but quickly collapsed as both sides in the conflict accused the other party of violating the agreement.
