The news site cites an EU source ahead of the informal two-day meeting in Cyprus on April 23-24.
If this is true, Orbán will most likely not attend any further EU summits. The next planned meeting is scheduled just before midsummer in Brussels, by which time this weekend's Hungarian election winner, Péter Magyar, is expected to have taken office as the new prime minister.
At the Cyprus meeting, Hungary's interests are expected to be handled by Robert Fico, the Prime Minister of neighboring Slovakia.
Hungary has not yet made an official statement.
