According to the proposal, victims of crime will be able to receive compensation from the Crime Victims' Authority based on a judgment for damages without first having to try to get payment from the perpetrator.
"It's about making it easier for crime victims to receive compensation," said Minister of Justice Gunnar Strömmer (M) at a press conference.
It is also proposed that guardians' liability for damages caused by their children's crimes be tightened. The limit will be raised by almost SEK 8,000, from approximately SEK 11,900 to just over SEK 19,700 per incident.
In addition, parents' liability for damages should not only apply to personal injuries, property damage and violations, but also to pure financial damages, for example in the case of fraud.
Another proposal is to expand the possibility of refusing or reducing compensation for people who have been deprived of their liberty.
The background to this is a man who served a prison sentence for kidnapping and two counts of aggravated rape, but had his prison sentence shortened.
He was then awarded SEK 840,000 for suffering, as he had been imprisoned for 14 months too long. The amount was higher than the damages he was ordered to pay his victims.
The bills are now being sent to the Legislative Council and are proposed to come into force on September 1, 2026.
