Offshore Wind Power Needs State Support, Investigator Finds

It is not only nuclear power that needs government support to dare to invest. It also applies to offshore wind power, states a government inquiry. There is a task for the state here, says the investigator Bo Diczfalusy.

It is a comprehensive report of around 800 pages that Bo Diczfalusy is submitting to Energy and Trade Minister Ebba Busch. The Electricity Market Inquiry presents a number of proposals on how to secure future electricity supply. To achieve this, extensive investments in new electricity production are needed.

We are talking about enormous investments in power plants and transmission lines, says Bo Diczfalusy.

Profitable Electricity Price

It often involves large initial investments that yield returns only after many years. This particularly applies to nuclear power and offshore wind power.

There is a task for the state to help create security and make it easier for power production of various kinds to be financed and implemented, says the investigator.

He proposes a price guarantee, i.e. a guaranteed profitable electricity price for companies, which the government has already proposed for nuclear power.

But we also propose that the state, under certain conditions, introduce that type of contract for offshore wind power as well. If deemed necessary, says Diczfalusy.

State Support Needed

This is in line with what another government inquiry concluded in December last year. It was then established that virtually no offshore wind farms will be built without state support, as it is not profitable under current conditions.

The government has recently presented a bill on how new nuclear power will be financed. This involves several hundred billion kronor, with a guaranteed electricity price being part of the package. However, Ebba Busch does not promise similar support for offshore wind power.

I have signaled earlier that if you can contribute with the kind of capabilities that Sweden wants, then I am open to providing that type of economic support. But so far, offshore wind power has not been able to do so, says she.
