The Prosecution Service says the threats against the ministers occurred at their residential addresses.
At the end of January, the man was arrested on probable cause on suspicion of unlawful threats against the two ministers in the Swedish government. He denied the crimes at the time.
According to the lawsuit, the man left a basket of apples with a portrait of Adolf Hitler outside the home of one minister. In the case of the other minister, the man entered the courtyard of the home and placed "a human-like doll" there that was holding a knife in one hand and a bloody doll's head in the other. "The crime is serious because the threat was significantly enhanced by the use of a fake weapon," the lawsuit says.
The preliminary investigation has been conducted by the Security Service.
