Videos published by the Palestinian Foreign Ministry on X allegedly show the shots. In the clips, shots are heard near the refugee camp Jenin, where they were located.
"The occupation forces opened heavy fire from within the refugee camp in Jenin to intimidate the diplomatic delegation visiting the camp", writes the Palestinian Authority on X, referring to the Israeli army.
According to the Palestinian news agency Wafa, the delegation consisted of high-ranking diplomats from over 20 countries, including France, the United Kingdom, China, Jordan, Turkey, Denmark, and Russia.
Israel: They deviated
The Israeli army confirms the warning shots, which it claims were fired after the group "deviated" from its planned route. At the same time, it regrets the "inconvenience" for the diplomats, writes AFP.
A European diplomat says that the purpose of the visit was to "witness the destruction" after months of Israeli military operations in the area.
Several nations, including Italy, France, Spain, Portugal, and Uruguay, summon the Israeli ambassador or chargé d'affaires in their respective countries.
The EU's foreign policy chief Kaja Kallas and several foreign ministers call threats to diplomats "unacceptable". The countries that had diplomats on site at the camp demand further explanations from Israel.
"The Israeli government must immediately investigate the circumstances", says a spokesperson for the German Foreign Ministry, adding that the country's foreign minister Johann Wadephul will raise the "unprovoked gunfire" with his Israeli counterpart.
Breaking norms
Belgium's Foreign Minister Maxime Prévot writes in a post on X that the diplomatic convoy was "clearly identifiable" and that he now wants to see a "convincing explanation from Israel".
Among others, Germany, Ireland, the Netherlands, and Egypt condemn Israel's actions. Egypt's Foreign Ministry says in a statement that the incident "breaks all diplomatic norms.
No Swedish diplomat was part of the delegation, writes the Swedish Foreign Ministry's press service in an email to TT.
