Israel's gymnastics association wanted "temporary measures" to be taken so that their gymnasts could participate in the World Championship in Jakarta on 19-25 October.
According to Cas, it was required, for example, that the International Gymnastics Federation would guarantee the Israelis' participation or move the World Championship from Indonesia or cancel the championship altogether.
The international federation has stated that it has no influence over visa decisions and that it is entirely up to the Indonesian authorities.
Indonesia's Minister of Justice has commented on the matter and Jakarta's governor Pramono Anung has said that the arrival of the Israelis would create deep emotional unrest among the majority of Indonesians. Indonesia is the world's most populous Muslim country.
Their presence would obviously provoke general anger in such a situation, said Anung last week, according to the news agency AP.
