The government is moving forward with the investigator's proposal and wants to introduce vocational exams for vocational education in upper secondary schools and municipal adult education.

In a legislative council referral, the government proposes that upper secondary school coursework in vocational programs and in national programs in adapted upper secondary school be replaced with vocational exams, if such an exam exists, and that vocational exams should "be available within municipal adult education."

The government also wants it to be possible to outsource teaching in vocational subjects to a public authority within the school system, "and not just to an individual or legal entity."

The new vocational exam is proposed to come into effect before the fall semester of 2028, at the same time as the expanded contracting opportunities are proposed to come into effect on July 1 of this year.
