The association has changed its stance on the issue after Victor Montagliani, one of the vice presidents, previously said that it is a Fifa tournament and that it is the association that has the final say.
"Security and safety are of the highest priority at all Fifa events around the world", Fifa writes in a statement and clarifies that these parts of a championship "are the government's responsibility, that they decide what is in the best interest of public safety".
Fifa also writes: "We hope that our 16 host cities are ready to successfully host and meet all necessary requirements".
It was in September that Donald Trump said that World Championship matches in democratically governed American cities (Boston, San Francisco and Seattle) could be moved for security reasons.
The World Championship in the USA, Canada and Mexico will be decided between June 11 and July 19.
