The proposal for a three-year support program is being presented in conjunction with the Palestinian Prime Minister Mohammed Mustafa meeting EU countries' foreign ministers in Luxembourg.
The funds consist of 6.8 billion kronor in direct budget support to the Palestinian Authority, 6.3 billion for projects to support economic recovery in the West Bank, East Jerusalem, and Gaza, as well as up to 4.4 billion in loans to the private sector.
According to Kallas, the two-state solution is "the only way to achieve sustainable peace and security for Israel, the Palestinians, and the region".
Food is Rotting
The funds are being proposed at the same time as EU's Commissioner for Humanitarian Aid Hadja Lahbib calls the situation in Gaza, in particular, "extremely serious".
Food is running out while warehouses outside Gaza are full of rotting food. Every day, 100 children die or are injured, and more and more aid workers – heroes, as we should call them – lose their lives while trying to save lives, says Belgian Lahbib on her way to the EU countries' foreign ministers' meeting in Luxembourg on Monday.
Demanding an Investigation
She wants Israel to take action against those responsible for the recent killing of Palestinian medical personnel in Gaza.
Aid workers must always and everywhere be protected. We demand an investigation, says Lahbib.
Sweden's Maria Malmer Stenergard (The Moderate Party) agrees.
Those responsible for this must naturally be held accountable, says the Foreign Minister.
