It is better to be on site in Hungary to be able to complain, than not to go at all. This is the opinion of Luxembourg's Foreign Minister Xavier Bettel, who despite others' boycott is participating in Tuesday's informal EU ministerial meeting in Budapest.
Hungary is the autumn's presidency in the EU Council of Ministers, but has received harsh criticism from most of the other EU countries for its view on Russia's war in Ukraine and Prime Minister Viktor Orbán's "peace trips" to Moscow and Beijing.
Not being here would be wrong, but if you are here, you must also be loud. It is important to continue the debate, says Bettel in Budapest.
Sweden is among the countries that continue to boycott the meetings in Hungary and will participate on Tuesday only with a dispatched official from Stockholm.
