Donald Trump wants to relocate all Gazans to neighboring countries such as Jordan and Egypt and transform the area into "the Middle East's Riviera".
His vision is met with opposition from António Guterres.
The real foundation for a rebuilt Gaza is not steel and concrete. It is dignity, self-determination, and security, he says in Cairo at the meeting with the powerful Arab League.
There is no sustainable future for Gaza where the area is not part of a Palestinian state.
The regional leaders present also rejected the American president's criticized plans, which include the displacement of Gaza's population.
No peace through coercion
Egypt's President Abd al-Fattah al-Sisi promised in his welcome speech that all Palestinians will be allowed to "stay in their country".
Humanity has lost its dignity in Gaza. The people of Gaza have lost their loved ones, those who have become widows or orphans are looking to you to regain their hope for a lasting peace, he says according to the TV company Al Jazeera.
He continued by saying that "one does not achieve peace through coercion", but at the same time does not want to completely distance himself from Donald Trump, whom he says "can achieve peace" in the Middle East.
Tuesday's meeting took place the day after Israel's Prime Minister once again expressed support for Trump's plan. "Visionary and innovative", was Benjamin Netanyahu's assessment.
The plan, which has now been given the green light in Cairo, calls for, among other things, a transitional government aimed at preserving the prospects for a two-state solution. The goal is to hold elections in the Palestinian territories within a year.
The countries also want, according to the news agency AFP, the Palestinian Authority (PA) and PLO to govern in Gaza, thereby replacing Hamas.
560 billion kronor
It is unclear whether Hamas will agree to completely hand over power, but the terrorist-listed group states in a statement that they "welcome the reconstruction plan for Gaza adopted at the summit".
Hamas also states that they support the creation of a committee to oversee Gaza's reconstruction.
Israel is less pleased with the Arab countries' proposal. The Foreign Ministry regrets in a statement that the countries neither condemn Hamas nor support Trump's plan, but "continue with baseless accusations against Israel".
According to UN estimates, it will cost over 53 billion dollars, equivalent to approximately 560 billion kronor, to rebuild Gaza after Israel's bombings.
The Arab League (abbreviated LAS in English, League of Arab States) is a cooperation organization for Arabic-speaking states founded in 1945.
The League operates as a common platform for Arab states in matters related to economy, culture, and politics.
The members have committed to cooperating in economic matters and not to use weapons against each other. However, several bloody wars have occurred between actors from different member states.
The Arab League consists of 22 members today and has its headquarters in Cairo, Egypt's capital.
